OSP Files Criminal Charges Against Charles Bissue

The Office of the Special Prosecutor has charged Charles Cromwell Nanabanyin Onuawonto Bissue, a Secretary of the then Inter-Ministerial Committee on illegal Mining (IMCIM) and Andy Thomas Owusu with 15 counts of corruption.

According to the statement of offence, the two accused used public office for profit, contrary to section 179C(a) of the Criminal Offences Act, 1960 (Act29).

In the stated particulars of offence for count one, Charles Cromwell Nanabanyin Onuawonto Bissue, 52 years, on or around 22nd January 2019, at Accra, while holding puplic office as  Secretary of the then Inter-Ministerial Committee on illegal Mining (IMCIM), corruptly abused his office for profit or benefit by receiving Fifteen Thousand Cedis (GHc 15,000) from one Benjamin Adjaponh, through Andy Thomas Owusu, for the purpose of circumventing established requirements of the IMCIM under its Road Map for lifting of Ban on Artisanal and Small Scale Mining (The Way Forward), in 2018 in respect of verification of document, acquisition of relevant permits, demarcation and mapping of concession, and vetting, and by so doing unlawfully secured a fast-tracked renewal of an expired mining licence to ORR Resources Enterprise without valid documentation.
